V\u011bt\u0161inou d\u00e1vaj\u00ed podn\u011bt nespokojen\u00ed z\u00e1kazn\u00edci, kte\u0159\u00ed byli sv\u011bdky pr\u00e1ce v nehygienick\u00fdch podm\u00ednk\u00e1ch nebo se dokonce stali ob\u011b\u0165mi n\u00e1kazy zp\u016fsoben\u00e9 kontaminovan\u00fdmi potravinami.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Na co se kontroly hygieny v potravin\u00e1\u0159stv\u00ed zam\u011b\u0159uj\u00ed?<\/h2>\n\n\n\n<p>Provozujete kav\u00e1rnu, st\u00e1nek s ob\u010derstven\u00edm na koupali\u0161ti, v\u00fdrobnu lah\u016fdek a zn\u00e1te dob\u0159e p\u0159edpisy a po\u017eadavky pro manipulaci, p\u0159epravu, rozvoz a skladov\u00e1n\u00ed potravin v gastronomick\u00fdch provozech a potravin\u00e1\u0159sk\u00e9m pr\u016fmyslu? V\u00edte, na co si d\u00e1t pozor? Zaji\u0161t\u011bn\u00ed spr\u00e1vn\u00e9 <strong>hygienick\u00e9 praxe<\/strong> je nezbytnou sou\u010d\u00e1st\u00ed bezpe\u010dnosti potravin a prevence otrav j\u00eddlem.<\/p>\n\n\n\n<p>Kontroly pracovn\u00edk\u016f <strong>hygienick\u00fdch stanic<\/strong> v\u017edy zaj\u00edmaj\u00ed tyto oblasti:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>dodr\u017eov\u00e1n\u00ed osobn\u00ed hygieny (\u010dist\u00fd pracovn\u00ed od\u011bv, myt\u00ed rukou, dodr\u017eov\u00e1n\u00ed z\u00e1kazu kou\u0159en\u00ed apod.),<\/li>\n\n\n\n<li>dodr\u017eov\u00e1n\u00ed provozn\u00ed hygieny (dodr\u017eov\u00e1n\u00ed \u010distoty \u2013 \u010dist\u00e9 pracovn\u00ed plochy, pou\u017e\u00edvan\u00e1 technologick\u00e1 za\u0159\u00edzen\u00ed, vhodn\u00e9 ulo\u017een\u00ed nap\u0159. pe\u010diva, chlazen\u00fdch v\u00fdrobk\u016f, obalov\u00fdch materi\u00e1l\u016f tak, aby nedo\u0161lo k jejich kontaminaci).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Anal\u00fdza rizika a stanoven\u00ed kritick\u00fdch kontroln\u00edch bod\u016f (HACCP)<\/h2>\n\n\n\n<p>Na\u0159\u00edzen\u00ed (ES) \u010d. 852\/2004 o hygien\u011b potravin, v platn\u00e9m zn\u011bn\u00ed, stanovuje, aby provozovatel potravin\u00e1\u0159sk\u00e9ho podniku m\u011bl vytvo\u0159en a zaveden jeden nebo v\u00edce st\u00e1l\u00fdch postup\u016f vych\u00e1zej\u00edc\u00edch ze z\u00e1sad <strong>syst\u00e9mu anal\u00fdzy rizika a stanoven\u00ed kritick\u00fdch kontroln\u00edch bod\u016f<\/strong> (Hazard Analysis and Critical Control Points, HACCP). Tento syst\u00e9m je pova\u017eov\u00e1n za u\u017eite\u010dn\u00fd n\u00e1stroj k zaji\u0161t\u011bn\u00ed zdravotn\u00ed nez\u00e1vadnosti potravin a pokrm\u016f. Zaveden\u00ed syst\u00e9mu HACCP m\u016f\u017ee pomoci tak\u00e9 ke sn\u00ed\u017een\u00ed a minimalizaci ztr\u00e1t, optimalizaci n\u00e1klad\u016f a ke zlep\u0161en\u00ed chodu provozu jako takov\u00e9ho.<\/p>\n\n\n\n<p>Ur\u010dit\u011b v\u00e1s bude zaj\u00edmat, \u017ee se nemus\u00ed v\u017edy zav\u00e1d\u011bt HACCP. Z\u00e1kladem pro zaji\u0161t\u011bn\u00ed zdravotn\u011b nez\u00e1vadn\u00fdch v\u00fdrobk\u016f je dodr\u017eov\u00e1n\u00ed a zaji\u0161t\u011bn\u00ed tzv. <strong>bezpodm\u00edne\u010dn\u011b nutn\u00fdch po\u017eadavk\u016f hygieny potravin<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Bezpodm\u00edne\u010dn\u011b nutn\u00e9 po\u017eadavky hygieny pr\u00e1ce v potravin\u00e1\u0159stv\u00ed zahrnuj\u00ed:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>po\u017eadavky na infrastrukturu (nap\u0159. na budovu, um\u00edst\u011bn\u00ed, okol\u00ed apod.) a za\u0159\u00edzen\u00ed,<\/li>\n\n\n\n<li>po\u017eadavky na suroviny,<\/li>\n\n\n\n<li>po\u017eadavky na bezpe\u010dn\u00e9 zach\u00e1zen\u00ed s potravinami (v\u010detn\u011b balen\u00ed a dopravy), tj. dodr\u017eov\u00e1n\u00ed teplotn\u00edch \u0159et\u011bzc\u016f, zabr\u00e1n\u011bn\u00ed k\u0159\u00ed\u017een\u00ed v provozovn\u00e1ch, dodr\u017eov\u00e1n\u00ed technologick\u00fdch postup\u016f apod.,<\/li>\n\n\n\n<li>bezpe\u010dn\u00e9 nakl\u00e1d\u00e1n\u00ed s potravinov\u00fdm odpadem,<\/li>\n\n\n\n<li>bezpe\u010dn\u00e9 postupy regulace \u0161k\u016fdc\u016f,<\/li>\n\n\n\n<li>sanit\u00e1rn\u00ed opat\u0159en\u00ed (\u010di\u0161t\u011bn\u00ed a dezinfekce),<\/li>\n\n\n\n<li>zaji\u0161t\u011bn\u00ed kvality vody,<\/li>\n\n\n\n<li>zachov\u00e1n\u00ed chladic\u00edho \u0159et\u011bzce,<\/li>\n\n\n\n<li>zdravotn\u00ed stav zam\u011bstnanc\u016f,<\/li>\n\n\n\n<li>dodr\u017eov\u00e1n\u00ed osobn\u00ed hygieny,<\/li>\n\n\n\n<li>zaji\u0161t\u011bn\u00ed pro\u0161kolen\u00ed person\u00e1lu.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/d2ris6qfzcz0wn.cloudfront.net\/wp-content\/uploads\/sites\/25\/2021\/07\/pracovni-odevy-pro-potravinarstvi-1.jpg\" alt=\"\" class=\"wp-image-17266\" srcset=\"https:\/\/d2ris6qfzcz0wn.cloudfront.net\/wp-content\/uploads\/sites\/25\/2021\/07\/pracovni-odevy-pro-potravinarstvi-1.jpg 600w, https:\/\/d2ris6qfzcz0wn.cloudfront.net\/wp-content\/uploads\/sites\/25\/2021\/07\/pracovni-odevy-pro-potravinarstvi-1-300x200.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption class=\"wp-element-caption\"><em>Obr\u00e1zek: P\u0159i manipulaci s potravinami je d\u016fle\u017eit\u00e1 osobn\u00ed hygiena.<\/em><\/figcaption><\/figure>\n\n\n\n<p>Provozovatel je povinen <strong>splnit tyto bezpodm\u00edne\u010dn\u011b nutn\u00e9 po\u017eadavky<\/strong> a dolo\u017eit jejich spln\u011bn\u00ed. Evropsk\u00e1 ani n\u00e1rodn\u00ed legislativa neupravuje formu veden\u00ed dokumentace, ale provozovatel by m\u011bl b\u00fdt schopen dolo\u017eit, \u017ee jednotliv\u00e9 po\u017eadavky pln\u00ed p\u0159im\u011b\u0159en\u011b podle podm\u00ednek dan\u00e9 provozovny.<\/p>\n\n\n\n<p>Prohl\u00e1\u0161en\u00ed o spln\u011bn\u00ed bezpodm\u00edne\u010dn\u011b nutn\u00fdch po\u017eadavk\u016f mus\u00ed obsahovat v\u017edy v\u00fd\u0161e uveden\u00fd konkr\u00e9tn\u00ed po\u017eadavek a konkr\u00e9tn\u00ed formu jeho spln\u011bn\u00ed, nap\u0159.:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Zdravotn\u00ed stav zam\u011bstnanc\u016f<\/h2>\n\n\n\n<p>V\u0161ichni pracovn\u00edci maj\u00ed zdravotn\u00ed pr\u016fkaz (kopie jsou ulo\u017eeny v kancel\u00e1\u0159i). Pracovn\u00edci byli pou\u010deni, \u017ee jsou povinni ohl\u00e1sit aliment\u00e1rn\u00ed onemocn\u011bn\u00ed nebo jin\u00e9 p\u0159enosn\u00e9 onemocn\u011bn\u00ed (hnisaj\u00edc\u00ed r\u00e1ny apod.), jsou povinni <strong>informovat o kontaktech s osobami<\/strong> s infek\u010dn\u00ed nemoc\u00ed sv\u00e9ho nad\u0159\u00edzen\u00e9ho a l\u00e9ka\u0159e.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Dodr\u017eov\u00e1n\u00ed osobn\u00ed hygieny<\/h2>\n\n\n\n<p>Pracovn\u00edci pou\u017e\u00edvaj\u00ed v\u017edy <strong>\u010dist\u00e9 pracovn\u00ed od\u011bvy<\/strong>, kter\u00e9 maj\u00ed ulo\u017eeny ve sv\u00fdch sk\u0159\u00ed\u0148k\u00e1ch a o jejich\u017e \u010distotu se star\u00e1 profesion\u00e1ln\u00ed firma Lindstr\u00f6m. Pro ka\u017edou pracovn\u00ed \u010dinnost maj\u00ed p\u0159edepsan\u00e9 <a href=\"https:\/\/lindstromgroup.com\/cz\/servisni-sluzby\/pronajem-pracovnich-odevu\/pro-vyrobu-potravin\/\">konkr\u00e9tn\u00ed typy pracovn\u00edho oble\u010den\u00ed<\/a> a ochrann\u00fdch pom\u016fcek \u2013 pracovn\u00ed z\u00e1st\u011bra, pl\u00e1\u0161\u0165, tri\u010dko, mikina, \u010depice atd. Byli pou\u010deni o nutnosti si v\u017edy p\u0159ed za\u010d\u00e1tkem pr\u00e1ce a dle pot\u0159eby pr\u016fb\u011b\u017en\u011b m\u00fdt ruce m\u00fddlem pod tekouc\u00ed teplou vodou, zvl\u00e1\u0161t\u011b po pou\u017eit\u00ed z\u00e1chodu. T\u00e9ma \u0161kolen\u00ed je zaznamen\u00e1no v z\u00e1pisu z porady, \u00fa\u010dast pracovn\u00edk\u016f je dolo\u017eena prezen\u010dn\u00ed listinou.<\/p>\n\n\n\n<p><em>Zdroj: P\u0159\u00edru\u010dka \u201eZ\u00e1sady spr\u00e1vn\u00e9 v\u00fdrobn\u00ed a hygienick\u00e9 praxe ve stravovac\u00edch slu\u017eb\u00e1ch\u201c vydan\u00e1 N\u00e1rodn\u00edm informa\u010dn\u00edm st\u0159ediskem pro podporu jakosti, Praha 2006.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Kontroly v provozovn\u00e1ch stravovac\u00edch slu\u017eeb v \u010dervenci 2022<\/h2>\n\n\n\n<p>V obdob\u00ed \u010dervence 2022 <a href=\"https:\/\/www.mzcr.cz\/wp-content\/uploads\/2022\/07\/vysledky_SZD_cervenec_2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">provedly org\u00e1ny ochrany ve\u0159ejn\u00e9ho zdrav\u00ed 1519 kontrol<\/a> ve 1498 provozovn\u00e1ch stravovac\u00edch slu\u017eeb. Z uveden\u00e9ho po\u010dtu kontrol bylo 957 provedeno v r\u00e1mci pl\u00e1novan\u00e9ho <strong>st\u00e1tn\u00edho zdravotn\u00edho dozoru<\/strong>, 103 kontrol bylo provedeno na z\u00e1klad\u011b podn\u011bt\u016f spot\u0159ebitel\u016f nebo jin\u00fdch org\u00e1n\u016f st\u00e1tn\u00ed spr\u00e1vy, 41 kontrol bylo provedeno v souvislosti se \u0161et\u0159en\u00edm podez\u0159en\u00ed na zdravotn\u00ed pot\u00ed\u017ee spojen\u00e9 s konzumac\u00ed potravin a 21 kontrol bylo kontrol opakovan\u00fdch za \u00fa\u010delem ov\u011b\u0159en\u00ed spln\u011bn\u00ed na\u0159\u00edzen\u00fdch opat\u0159en\u00ed, odstran\u011bn\u00ed z\u00e1vad nebo dal\u0161\u00edho do\u0161et\u0159en\u00ed.<\/p>\n\n\n\n<p>Na z\u00e1klad\u011b v\u00fd\u0161e uveden\u00fdch kontroln\u00edch zji\u0161t\u011bn\u00ed bylo za \u010dervenec 2022 navr\u017eeno 334 finan\u010dn\u00edch sankc\u00ed v celkov\u00e9 v\u00fd\u0161i 1 023 000,- K\u010d a 61 opat\u0159en\u00ed. Nej\u010dast\u011bj\u0161\u00edm opat\u0159en\u00edm ulo\u017een\u00fdm za toto obdob\u00ed bylo na\u0159\u00edzen\u00ed povinn\u00e9 sanitace provozovny (v 19 p\u0159\u00edpadech) a pozastaven\u00ed v\u00fdkonu \u010dinnosti (v 17 p\u0159\u00edpadech).<\/p>\n\n\n\n<p>Nej\u010dast\u011bj\u0161\u00ed nedostatky se projevovaly v oblastech: osobn\u00ed hygiena, <strong>hygiena provozu<\/strong>, zdravotn\u00ed pr\u016fkazy pracovn\u00edk\u016f v potravin\u00e1\u0159stv\u00ed, datum pou\u017eitelnosti nebo minim\u00e1ln\u00ed trvanlivosti, zaveden\u00ed st\u00e1l\u00fdch postup\u016f na z\u00e1sad\u00e1ch HACCP, p\u0159\u00edjem a <strong>skladov\u00e1n\u00ed potravin<\/strong>, surovin a slo\u017eek pro p\u0159\u00edpravu pokrm\u016f, obecn\u00e9 po\u017eadavky na potravin\u00e1\u0159sk\u00e9 prostory, zvl\u00e1\u0161tn\u00ed po\u017eadavky na prostory pro manipulaci s potravinami atd.<\/p>\n\n\n\n<p>Mezi nej\u010dast\u011bj\u0161\u00ed z\u00e1vady st\u00e1nkov\u00e9ho prodeje ob\u010derstven\u00ed pat\u0159\u00ed zejm\u00e9na nedodr\u017een\u00ed data pou\u017eitelnosti a skladovac\u00edch podm\u00ednek potravin a produkt\u016f, skladov\u00e1n\u00ed vz\u00e1jemn\u011b neslu\u010diteln\u00fdch surovin, neozna\u010dov\u00e1n\u00ed produkt\u016f vlastn\u00ed v\u00fdroby a nedolo\u017een\u00ed p\u016fvodu surovin.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">P\u0159edpisy stanovuj\u00edc\u00ed kompetence \u00fa\u0159edn\u00edch kontrol v potravinov\u00e9m \u0159et\u011bzci<\/h2>\n\n\n\n<p>St\u011b\u017eejn\u00edm p\u0159edpisem pro prov\u00e1d\u011bn\u00ed \u00fa\u0159edn\u00edch kontrol je <a href=\"http:\/\/data.europa.eu\/eli\/reg\/2017\/625\/oj\" target=\"_blank\" rel=\"noreferrer noopener\">Na\u0159\u00edzen\u00ed Evropsk\u00e9ho parlamentu a Rady (EU) 2017\/625 o \u00fa\u0159edn\u00edch kontrol\u00e1ch a jin\u00fdch \u00fa\u0159edn\u00edch \u010dinnostech prov\u00e1d\u011bn\u00fdch s c\u00edlem zajistit uplat\u0148ov\u00e1n\u00ed potravinov\u00e9ho a krmivov\u00e9ho pr\u00e1va a pravidel t\u00fdkaj\u00edc\u00edch se zdrav\u00ed zv\u00ed\u0159at a dobr\u00fdch \u017eivotn\u00edch podm\u00ednek zv\u00ed\u0159at, zdrav\u00ed rostlin a p\u0159\u00edpravk\u016f na ochranu rostlin, v platn\u00e9m zn\u011bn\u00ed<\/a>.<\/p>\n\n\n\n<p>Na n\u00e1rodn\u00ed \u00farovni jsou kompetence dozorov\u00fdch org\u00e1n\u016f stanoveny zejm\u00e9na v <a href=\"https:\/\/eagri.cz\/public\/web\/mze\/legislativa\/pravni-predpisy-mze\/tematicky-prehled\/Legislativa-MZe_uplna-zneni_zakon-1997-110-viceoblasti.html\" target=\"_blank\" rel=\"noreferrer noopener\">z\u00e1kon\u011b \u010d. 110\/1997 Sb., o potravin\u00e1ch a tab\u00e1kov\u00fdch v\u00fdrobc\u00edch, ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f<\/a>, a d\u00e1le v konkr\u00e9tn\u00edch pr\u00e1vn\u00edch p\u0159edpisech.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">P\u0159\u00edru\u010dky spr\u00e1vn\u00e9 hygienick\u00e9 praxe<\/h3>\n\n\n\n<p>Se spr\u00e1vn\u00fdmi postupy a dodr\u017eov\u00e1n\u00edm pr\u00e1vem stanoven\u00fdch hygienick\u00fdch po\u017eadavk\u016f pomohou <a href=\"https:\/\/eagri.cz\/public\/web\/mze\/potraviny\/hygiena-potravin-a-haacp\/spravna-hygienicka-a-vyrobni-praxe\/\" target=\"_blank\" rel=\"noreferrer noopener\">p\u0159\u00edru\u010dky pro
